Tourism Under New Management
"Raul (Castro) and the military have taken over tourism, the country's most important sector, and his men control basic industry and many other positions," one European ambassador said.

A useful comparison might be to the way the Chinese Army controls substantial manufacturing industries in China. Tourism is the one industry in Cuba that really brings in foreign cash. Makes sense that Raul and his crew would want to control it.
