Must be a cash shortage in Cuba
The Cuban government is complaining that the US is not reaching its agreed quota of 20,000 visas granted per year. I wonder, could the regime be suffering from that severe a cash shortage? What with it's number one export - the exile - being regulated to some extent by the big bad imperialist neighbor to the North?

unfortunately for Cuba, a cartain date has passed, yet things continue on unchanged in Cuba, with fidel not yet pronounced dead. Maybe you remember this:
