Martinez also tried to quash Freedom of Religion in Hialeah, when he enacted laws that specifically targeted Santeria. (Yes, he himself did not do it, but he spearheaded the drive with his cronies on the council). The Supreme Court ruled against the City of Hialeah.

Makes Jesse Jackson look dopey (not that it takes much), and poor Al Sharpton, well, no contest there. Denzel Washington better watch out. It's no surprise he inspires such confidence and respect.

Seriously, while there are several other possible explanations (all of them disreputable at best) for Rangel's apparently obsessive and seemingly irrational interest in furthering Havana's agenda, I think the most likely reason is that he has taken on the role of "Masked Avenger" or "Dragonslayer" with respect to Cuban-American political clout (real or imagined).
Among other things, this guarantees a certain amount of publicity and heightens his profile way beyond his congressional district, and adds a certain "foreign affairs" cachet he would not have otherwise. The guy, after all, is a classic politician, and I suspect he's more than a little vain. He wants to be a name player. Besides, what could be more fashionable than Cuban exile-bashing? Bush-bashing may be all the rage, but he won't be around much longer, and Cuban exiles WILL.
