Better yet...
The other day I suggested that President Bush should address the American public from the Oval office to propose a series of solutions to the skyrocketing price of oil and to put pressure on congress to remove bans on offshore drilling and drilling in the Arctic Wildlife Reserve as well as remove the ridiculous subsidies on corn ethanol and enact reforms on commodities trading.
In reality, what he should do is tell congress in person:

You’re right the President should play a more active role in this area. Unfortunately he does not, de facto giving more ammunition to the Democrats and the critics that say he favors oil companies.
By going to a Democratic controlled Congress in an election year and loudly putting the ball on their court on this issue it would pressure the Democrats to do something about it.
Plus it would improve the chances for the Republicans in the November elections because at least the American people would see that he’s trying to do something to resolve our energy crisis even if the Democrats would block him on his efforts.
We need a comprehensive energy policy that contain both short term and long term solutions so the United States is no longer at the mercy of foreign oil suppliers.
We need more drilling, more refineries that operate on a cleaner mode, use more nuclear power for electricity, use of cleaner coal power. More use of wind and solar power in the states where is more feasible. Use the methane gas generated by the landfills to produce electricity (like they’re doing in South Korea). Work with the automakers to improve automobile engines efficiency. Plus we should increase the investment in research and development into new technologies to find cleaner sources of energy.
Some of the current profits made by the oil companies could fund part of this effort in partnership with the Federal government.
Unfortunately our leaders are sitting on their asses bickering and posturing on this issue and nothing concrete is agreed to proceed on the path to energy independence.
I remember very well when the first oil crisis began back in 1973. Thirty-five years later, the United States of America still is at the mercy of foreign oil suppliers and nothing concrete has been done by any administration during all this time.
We can no longer continue on this path of doing nothing, look where we are now when the shit has finally hit the fan.
Unfortunately this President in my view has missed many opportunities during this term in office to be a better President that he has been. I feel he’s too slow to react to the issues that affect this country, therefore making it easier for the Democrats.
