WASHINGTON (AP) - In another push to deal with soaring gas prices, President Bush on Monday will lift an executive ban on offshore drilling that his stood since his father was president. But the move, by itself, will do nothing unless Congress acts as well.

The president plans to officially lift the ban and then explain his actions in a Rose Garden statement, White House press secretary Dana Perino said.

There are two prohibitions on offshore drilling, one imposed by Congress and another by executive order signed by former President Bush in 1990. The current president, trying to ease market tensions and boost supply, called last month for Congress to lift its prohibition before he did so himself.

But Perino said Bush no longer wants to wait. She pinned blame on the leaders of the Democratic Congress, noting that no action has been taken on this issue.

"They haven't even held a single hearing," Perino said. "So we are going to move forward, and hopefully that will spur action by the Congress."

Asked if Bush's action alone will lead to more oil drilling, Perino said, "In terms of allowing more exploration to go forward? No, it does not."

The president, in his final months of office, has responded to record gas-prices with a series of proposals, including more oil exploration. None would have immediate impact on prices at the pump, according to White House officials, who say there is no quick fix. But starting action now would help, they say.

Bush's proposal echoes a call by Republican presidential candidate, Sen. John McCain, to open the Continental Shelf for exploration.

Congressional Democrats have rejected the push to lift the drilling moratorium, accusing the president of hoping the U.S. can drill its way out a problem.

Bush says offshore drilling could yield up to 18 billion barrels of oil over time, although it would take years for production to start. Bush also says offshore drilling would take pressure off prices over time. In addition, the president has proposed opening the Arctic National Wildlife Refuge for drilling, lifting restrictions on oil shale leasing in the Green River Basin of Colorado, Utah and Wyoming and easing the regulatory process to expand oil refining capacity.

Congressional Democrats, joined by some GOP lawmakers from coastal states, have opposed lifting the prohibition that has barred energy companies from waters along both the East and West coasts and in the eastern Gulf of Mexico. A succession of presidents, from Bush's father—George H.W. Bush—to Bill Clinton, have sided against drilling in these waters, as has Congress each year for 27 years. Their goal has to been to protect beaches and coastal states' tourism economies.

Folks, I'm in the Everglades more than any of these wankers who are afraid to get dirty. The drilling will be in the Gulf Basin hundreds of miles out from the Tampa Coast way far from the Glades. Don't buy the crap from the pinhead Dems like Pelosi who says:

"Once again, the oilman in the White House is echoing the demands of Big Oil.

"The Bush plan is a hoax. It will neither reduce gas prices nor increase energy independence. It just gives millions more acres to the same companies that are sitting on nearly 68 million acres of public lands and coastal areas.

"If the President wants to bring down prices in the next two weeks, not the next two decades, he should free our oil by releasing a small portion of the more than 700 million barrels of oil we have put in the Strategic Petroleum Reserve.

"It's time to tell the oil industry: 'You already have millions of acres to drill. Use it or lose it.'"

I find it ironic that the American people don't want to drill! Have we forgotten who are enemies are? Don't get me started on all this Green Bullshit, it just makes my blood boil. Correct me if I'm wrong, but the only spills of Oil occured in transportation not drilling.

Oh I was talking to a cousin by marriage over the weekend who happens to be a SPANISH teacher. Guess what she was all over me about my views on Obama. All she had to say was "he's such a good speaker and he's handsome"...I just replied so is the devil...If you think about it, she's a teacher so most likely a commie democrat.

I live at the NJ Shore so I think I have the "Gravitas" to weigh in on this one -

1. Remember Katrina? - Rigs were shut down after a Category 5 Hurricane. Essentially, NO DAMAGE, and moreso - NO LEAKAGE.

2. Tourist Industry? - Rigs will be far enough offshore that NOBODY will be able to see them from shore. AND - If experience is any guide, fishing will be better - RIGHT AROUND THE RIGS.

3. No Effect on Prices? - Economics 101 - More Stuff Available = Lower Prices. Oil is traded on a "FUTURES" Market - In a future of anticipated abundance present prices WILL decline.

4. Delaying the Inevitable NON OIL BASED FUTURE?
Perhaps, but by how long - maybe in about 10 years alternate technologies can be geared up and be on line. Problem is getting from here to there without freezing during the winter.

Shalit is right of course. Fontova posted a video here recently of the amazing habitat created by the shade of the oil platforms near New Orleans. Monster spearfishing. The fish didn't seem to mind that man was sucking oil from beneath the sand below them. If there's an ecological disaster on the Cuban side of the imaginary line do we not think we will be affected? If we have to assume that risk on behalf of castro, inc. then we should be prepared to assume it on our own behalf where the chances of such and occurrence are MUCH MUCH less.
