The recent changes by raul castro are fundamental and significant, and are a precursor to real societal change in Cuba.

It depends what you mean by "real societal change." If you mean constitutional democracy and free elections, no way. If you mean, will the Cuban people be satisfied with a few cosmetic changes,.....well, we've had this discussion before, haven't we? I don't see any major uprising on the part of the population any time soon. These big "changes" are a way of putting more money in the government coffers, e.g. legalizing (licensing) the already-in-place "illegal" taxis.

What seems to be happening is that the Cuban government big wigs are trying to privatize as their own the property the Castro government stole from others years ago. Cuba seems to be going towards the much feared "Mexican solution"

The changes are every bit as fundamental and significant as those instituted by Kim Jong-il when he replaced his father Kim Il-sung in North Korea.
So far as I can see the major difference is that the new devil in hell is less competent.
