I am a frequent critic of the Catholic church hierarchy in Cuba, but I think this has nothing to do with them. This is the Episcopal Church.
I think these people are part of the National Council of Churches, the same ones who paid most of the expenses involved in the kidnapping and forced return to Cuba of Elian Gonzalez.
They have been in the pocket of the Castro government for a long time.
